Two-Building Development Resurrected on Hale Avenue
Hale WP Owners LLC, a joint venture of Sabre Real Estate Advisors and Diversified Realty Partners, made a presentation to the White Plains Planning Board on two new luxury rental apartment buildings to be constructed at 97-111 and 100-104 Hale Avenue in White Plains.
The applicant is represented by legal counsel Marc Weingarten and is seeking Site Plan approval and a special permit to add stories to the building heights. The residential zone allows six stories.
Weingarten explained that the proposed buildings fronting Maple Avenue on both sides of Hale Avenue would be split over an approximate 1-acre property. The building on the east side of Hale (lower on the hill) would have 70 apartments in an 8-story building comprised of 16 two-bedroom, 49 One-bedroom and five studios. The building on the west side of Hale is designed to have 57 units comprised of 20 two-bedroom, 31 one-bedroom and six studio units.
Each building would contain two basement levels for parking, for a total 170 structured parking spaces.
Six percent of the units would be affordable at the 60% to 79% of median income (AMI).
Both properties are currently not built upon. One is a parking lot and the other previously was a parking lot.
Fifteen years ago, another developer had received approvals to build multi-family dwellings in 12-story buildings on the same site. The approvals have since expired and the developer went into bankruptcy. The current developer bought the property out of bankruptcy and has designed the newly proposed development.
The developer explained that the targeted demographic is empty nesters who are moving out of houses into multi-family dwellings. Each bedroom is designed with walk-in closets and two sinks in each bathroom. Most of the units include a 5-ft. by 8-ft. or 5-ft. by 10-ft. balcony.
On the rooftop level, the proposed design includes setbacks for outdoor garden space as well as club and fitness facilities.
The Board responded positively to the design and agreed to send a letter to the Common Counsel expressing their approval of the proposed design and to recommend granting the Site Plan and Special Permit approvals. The Council is the lead agency on approvals for the development.
Marty Berger, a principal with Sabre Real Estate, said the developer would be contacting the Car Hart neighborhood association to discuss the proposal.
