Level 2 Sex Offender Allegedly Strikes Again in Carmel
A level 2 registered sex offender has been arrested for allegedly touching a 14-year-old girl in Carmel.
According to the Carmel Police Department, at 8 p.m. on Oct. 21 Officer Laura Smith and Sgt. Craig D’Andrea responded to a residence on Gleneida Avenue on a report of a possible dispute. The investigation revealed that a male at the scene, who was a registered sex offender, had been touching a 14-year-old female, the police department reports.
It was ascertained that the 28- year- old Brewster resident, was a registered level 2 sex offender identified as Shawn Waters. Police have indicated that further investigation revealed that the interactions between the suspect and the 14-year-old female were consensual.
Waters was placed under arrest and charged with endangering the welfare of a minor.
He was arraigned before Town Justice Joseph Spofford and released on his own recognizance. He is scheduled to appear in court on Nov. 9 at 6 p.m. before Town Justice Joseph Spofford.
Waters was sentenced to a year in jail following a conviction in April 2009 of third-degree attempted criminal sexual act, according to the New York Sex Offender Registry.
