Fatal Crash Leads to Arrest of White Plains Man With Child Pornography

Westchester County Police arrested a White Plains man Friday on charges of possessing child pornography, an investigation that resulted from a probe into a fatal motorcycle crash last October.
Cesar Ulloa, 28, of Minerva Place, was charged with two counts of possession of an obscene sexual performance by a child, a felony. The arrest followed a joint investigation by the Westchester County Police and Westchester County District Attorney’s Office.
Ulloa was first arrested last Oct. 22 after a fatal accident on the Bronx River Parkway in Greenburgh. The operator of a motorcycle was struck and killed the previous day by a driver who fled the scene. Following an investigation by patrol officers and detectives, assisted by investigators in the Real Time Crime Center, Ulloa was charged with the misdemeanor offense of leaving the scene of a fatal accident.
After further investigation, the case was presented by prosecutors to a grand jury, which returned an indictment of second-degree manslaughter against Ulloa, a felony. He was arrested on the manslaughter charge on May 12.
As part of the investigation into the crash, investigators had seized several phones belonging to Ulloa after executing a search warrant. He is now accused of having child pornography on those phones.
